Measures against the undesirables
“If good spaces are so felicitous, why are there not more of them?” The biggest reason is the problem of the undesirables. They are not themselves the problem, but the measures taken to combat them are the problem.
Many business men have an almost obsessive fear that if a place is attractive to people it might be attractive to undesirable people. So it is made unattractive. There is no eating and sitting. Benches are so short that you can’t sleep on them and ledges have spikes in them so you can’t sit on them. And lot of space isn’t provided at all.
